A Pre-bid Conference on Special Coal Bed Methane Bid Round (SCBM) – 2022 was held on 18th April 2023 at DGH Noida. The event was aimed to discuss the queries raised by the Prospective Bidders on Special CBM Bid Round-2022. Representatives of prospective Bidders like ONGC, Vedanta, Oil India Limited, GEECL, Galilee Energy Limited, Australia, Trustworthy Advisors, EOGEPL, Invenire, TSMDC, Prabha Energy, Solar industries Limited and Transcontinental Energy Services, USA were participated in the Pre-Bid Conference. Representative from MoPNG also participated in the Pre-Bid Conference.

 

 

Shri Gautam Sinha, ED (S&P) chaired the session and apprised the participants about salient features of present Bid round and the key measures undertaken by MoPNG and DGH to facilitate investors including recent interactions with various State Governemnts where the blocks are on offer. It was informed that Govt. of India as well as State Governments are focused to improve ease of doing business in their respective jurisdiction. This is being facilitated by providing accelerated and time bound grant of various licenses, permissions & approvals, promoting industrial development and facilitating new investments as well as by simplifying the regulatory framework, reducing procedural requirements and rationalizing documents.

 

 

During the Pre-Bid Conference, DGH provided a detailed overview of the SCBM 2022 including its scope, timelines, and requirements for participation in the Bid Round. Through the Conference, prospective bidders were provided an opportunity to familiarize themselves with the Notice Inviting Offer (NIO) and Model Revenue Sharing Contract (MRSC) to gain a better understanding of client’s needs and expectations. Bidders were informed that Bid submission date will be for the period from 01.05.2023 to 31.05.2023. Bidders were also informed that under PM Gati Shakti initiative, details of infrastructures etc. have been mapped for all CBM blocks on offer. Further, the geological perspectivity study has been carried out by IIT-ISM Dhanbad.

 

 

To bring uniformity and clarity among the prospective bidders for the various terms and conditions as mentioned in the NIO and MRSC, the queries received from various bidders through website and during the meeting were clarified to all the bidders. Prospective bidders were urged to actively participate in the bidding process and submit the bids for SCBMS 2022 and it was assured that all necessary supports will be extended to the bidders.
