Wildlife Clearances due to procedural
redundancies.
Interruptions in the timely execution of
hydrocarbon projects, adversely affecting
India's energy security goals.
The amendment is a crucial step toward
resolving these issues. By formally separating
E&P activities from mining, it lays the foundation
for more appropriate, efficient, and technically
relevant regulatory treatment of oil and gas
projects, ultimately expediting approvals and
enhancing sectoral efficiency.
8.5.2 Summary of Green Clearances
Facilitated
The Directorate General of Hydrocarbons (DGH)
has continued its proactive role in securing
statutory clearances and licenses for Exploration
and Production (E&P) activities. During the year,
DGH successfully facilitated approvals for:
Approx. 40 Petroleum Exploration Licenses
(PELs) and Petroleum Mining Leases (PMLs),
expediting the regulatory processes and
enabling project execution.
Approx. 30 environmental clearances
including Environment Clearances (EC),
Forest Clearances (FC), Wildlife Clearances
(WLC), Consent to Operate (CTO), and
clearances in Eco-Sensitive Zones (ESZ), with
a major focus on the North-East region of
India.
These developments are expected to catalyze
economic benefits by generating revenue for
State Governments, creating employment,
improving local infrastructure, and contributing
significantly to India’s energy landscape.
8.5.3 HIGHLIGHTS
Final grant of FC on December 24, 2024
of Duarmara block, which was pending
since April, 2022
The site-specific Forest Clearance
application for the Ningru PML of OIL
in Arunachal Pradesh, submitted on
November 1, 2018, received final approval
on October 30, 2024.
Final FAC approval dated 27.01.2025 for
conducting R & D study at an identified
location of OIL in Assam in respect to
ERD proposal
21 long-pending PEL/PML were resolved,
including:
5 cases under the Discovered Small Field
(DSF) regime in Andhra Pradesh;
1 Pre-NELP case in Andhra Pradesh;
14 cases in Tamil Nadu;
1 Petroleum Mining Lease (PML) for
Ashokenagar-1 in West Bengal.
